they havent replace (bad) umps often enough to have room to move people up. Imagine if each season the worst 8 percent got demoted to aaa and the top aaa promoted...
At some point the arbitrary 8% would become a very well-functioning group.
What if they just brought up the next best person when an opening
either by production or other reasons happened?

Some would say umpires do play as the other night in a Braves game , an announcer said 'The umpires 'played ' a big role in the outcome of tonight's game.
So maybe indirectly they do play in every game.
