Holloway I'm not sure about, but there were reports that Broberg got other offers that he turned down and they were at least for equal value as to what the Blues offered.

Now maybe he turned them down because they were early in RFA and he felt he could get more, or because they were for teams he didn't want to play for, or maybe he was still holding out hope Edmonton would come back with a solid offer (with the fact he requested a trade and saw what happened on July 1 this would be the least likely scenario)
He knew he'd look good in Blue, and boy does he!

Aren’t offer sheet very rare? I think there have only been 13 ever that were issues and accepted (or declined to be matched by current club). They only happen once every couple of years.

Yes I think you are right.

But I thought just maybe the door would open wider for certain specific players.

For one example we all discussed whether Hofer would get a 2nd level offer. He didn't but if he had he would likely be gone. I was thinking players like that might be in play for aggressive buyers who would take a speculative but educated chance and overpay.

I was wrong about this.

The fact is, they could have signed both for a shade less than $5.5 Million in bridge deals (Holloway for $2M and Broberg for $3-3.5M), as they were both coming off their entry deals and just looking for a commitment. We overpaid a bit for both (at that time) to put them out of Oiler's range, but our offer's were right there as far as the play they were showing at the end of the previous season.

Well, this season. The cap won't be increasing every season, so in a different environment, you could see scenarios arising where a cap-strapped team leaves a maturing prospect RFA under-paid.

When did Army take over? I forget but the Blues offer sheeted Steve Bernier just days after VAN traded for his rights. It was payback for Backes. Vancouver matched but it screwed up their plans.

According to the data provided in the following link, there have been 44 offer sheets signed since 1986, whether matched, not matched or dropped:

The Blues are one of the participating teams in 14 of those situations (either the original team or the offering team.

That was John Davidson not Army. Yes it was a shot at Vancouver and a message to the rest of the teams.
