To begin with, there's a large difference in the size of the fan base. Also, California has something like the world's 6th largest economy. Not America's, the world's. Thirdly, they don't mind spending money beyond the luxury tax because they know that if they put a premium product on the field it will make money. While this is true, even if they didn't it wouldn't matter. The Dodgers ownership group has pretty much unlimited spending power just from their own pockets outside of any team revenue. For instance, they could eat bad contracts and throw another one in it's place and not sweat a bit.
