It’s crazy how he is so terrible in July and then as soon as the month flips he reels off a couple 7 IP 1 ER 7+ K starts in a row against the Dodgers and Cubs.

I think what's interesting is that nearly all of the "stars" who have come over from Japan have landed in LA, Seattle, NY, etc. The midwest is never on the radar. But we only seem to look to Japan to find players who have gone there to resurrect floundering MLB careers. There seems to be no appetite to engage with that market in the way Hoyer did.
So anyway it wasn't accurate to say we could have signed him as we will never know. But it does seem like the chances may have been slightly higher than normal if we would have bothered to try.
