The Blues dont need to tank to draft a Snuggerud who is nationally mentioned for Calder, then its Neighbours,Thomas, Kyrou, Stenberg, Dvorsky, Lindstein etc why would the Blues want to "tank" for a decade and put their fans thru this? Rebuilding doesn't mean tanking for a decade...that's a false statement. It means contending for the Cup every decade instead of once every 50 years.

Little early to call the retool a failure. Most of the guys we selected as part of the retool haven't hit the roster yet. I think the most pressure is on Dvorsky because we desperately need a 2C. That's followed by Mailloux or Jiricek showing they can develop into top 4D RD in the next couple of seasons to replace Faulk. We're going to start rolling in better options on the third line with Stenberg and Carbonneau next year.

A full rebuild would mean....

The Blues would have at least 1 TOP5 pick that they selected on their roster - LIKE EVERY PLAYOFF TEAM THIS YEAR, EXCEPT THE BLUES. Florida and Edmonton have 2 TOPS picks.

The Blues would not have Buchnevich for 5 more years, and we would not have to worry about 5 more playoff exits off his stick.

The Blues could have kept Bolduc.

So YES. A full rebuild would have been the smart thing to do for future success.

Partial rebuilds help at the cash register, and that is the ONLY REASON for doing it.

LOL. When a team embarks on a rebuild there is no certainty as to when they again become a contender (could be a loooong time). Sure it would be nice. There are no guarantees. The difficulty in reaching Cup Finals with 32 teams and a salary cap is why you see teams fighting to keep their window open as long as possible.
