Notice since right before the lockout the foghorn and the organ used to be A LOT louder until around 2003? I remember the national announcers during the playoffs they'd have to pause during a Blues goal until after the Blues go Marching in to start talking.
Foghorn and organ used to literally vibrate the seats. I was a STH too until 2015 when I moved and noticed on the 300s shoot twice end the foghorn isn't as loud. I hear they only use one of the horns a lot of times now.
Tampa's, Dallas, Buffalos horns also not as loud anymore and they use to be super loud. Tampa's in the 2000 period in person is VERY loud. Especially sitting up higher that thing literally jolts you out of your seat it was pretty loud and could see the seats vibrate. Loud than the horn at the old area with the wooden rafters.
Besides the SCF that Dallas game 4 was pretty loud.

Does the NHL have rules on noise? Seem to recall. Not as loud.
