Do we really need Lucic? Is a goon necessary in today's game? 
I kind of see Luc having problems trying to keep up with these guys. This teams getting faster. I know he's a 4th liner but Walker Toro and Bjugstad can skate.
 
1-  "Goons" absolutely are not "necessary" in today's game.  
That said, there are still plenty of teams that carry one(NYR(Rempe), Montreal(Xhekaj), Boston(Kastelic), CBJ(Olivier), TB(Lilleberg) Florida(Greer), Nash(McCarron)) and there are plenty of comments from players about feeling "more comfortable" when there is one on the team(no proof that those comments are based on fact; but plenty of opinions about it).  That's actually a big part of the reason that Tucker supplanted Suter in the 2nd half last season.
Teams can absolutely go without having that type of player nowadays, but they are starting to trickle back into the League.
TBD if the Blues will join that group with this Lucic PTO.
       
2- Bjugstad isn't really known as a great skater.  Better than Sunny for sure, but his skating isn't anywhere close to a plus(he's probably a small notch below Schenn).
In regards to Lucic: he and Sunny are about the same speed and I'm not sure that's a bad start to a line.  I think zone entries would be rough with that duo, but the physicality and mentality(those two would OWN the front of the net) might make up for it with the right linemate("the right linemate" is NOT Bjugstad, Toro or Dingo; but it might work with Suter).
