Yes, he was the farm director there and has a background in performance science building the Astro's first performance science dept. . built a facility in St. Louis before joining the Astros.

Here is more info on Butta and his background . He is a St. Louis native .

The St. Louis Cardinals have hired Jacob Buffa as their new international scouting director, a move that is part of a broader expansion of the team's scouting department under President of Baseball Operations Chaim Bloom. Buffa previously served as the farm director for the Houston Astros and has a background in performance science, having built the Astros' first performance science department. He is a St. Louis native who co-founded a baseball performance facility in the city before joining the Astros.

New Role: International Scouting Director

Previous Role: Farm Director for the Houston Astros

Experience: Spent seven seasons with the Astros, including roles in player development and performance science.

Background: Attended Missouri State University and co-founded a baseball performance facility in St. Louis.

Team Context: This hire is part of a larger effort by Chaim Bloom to expand the Cardinals' scouting department, which also includes hiring Joe Douglas to oversee professional scouting.

It sure looks like Bloom is hiring some very talented people.

Perhaps it takes a couple years before the Cards muscle into the playoffs, but, the seeds are being sown. I love it when a plan starts coming together.

One thing that is quite apparent already is that once Bloom 'officially ' took over , he isn't easing into things . The World Series of 2025 hasn't concluded and Bloom has already made several hires in rebuilding the organization. Once the World Series ends and players can begin movement , I am sure he will dive into that area with the same gusto .
Not every move of any POBO works out as hoped but we seem to now have a POBO who is not afraid to 'pull the trigger' , 'roll the dice ' etc. He isn't a newbie at this job. He knows what he wants to do and won't shy away from making changes. That is refreshing for the Cardinal fanbase.

Speaking of international signings the new rules in both international signing money limits and the amateur draft were put in place at the insistence of the big market teams and the union. Teams like Pittsburgh suddenly became relevant because they were spending the most on the draft and international signings while maintaining a low MLB payroll.

Big market teams and the union want free agency and MLB payroll to determine who wins. That needs to change in 2027 to bring MLB in line with every other pro sport in America.

Perhaps married a lady from St. Louis and wanting to return.
Perhaps. Since we're speculating, let's give Mozeliak some credit. Maybe Buffa has been on the Cardinals' radar since his local days and once he showed his chops with the Stros the new regime snatched him up.
Who?????

Maybe the Cardinals just paid him more.

Mozeliak didn’t believe in the efficacy of performance labs

Came from Astros. Sounds promising
He’s no Dan Buffa

I think it may have been when Mo and his wife attended a baseball dinner and Mo was asked about that topic , his wife added 'Yeah, performance area was not one of my husbands strong points ! The audience howled and Mo's wife looked perplexed at the response. It was last dinner she attended with Mo !

Because they never moved forward with their own. He left them at least 5 years behind their peers with his lack of investment in people, process, technology, and infrastructure

And yet Mo didn’t surround himself with knowledgeable baseball people. Flores is the only exception.
