Hartel, and now Löwen. Seems weird to be letting those two pieces go during the club's recent quality stretch. Going to need to find goals from somewhere but the club has some more cash now to find replacements - or they're banking on in-house talent to step up. We shall see.
From the article, didn't seem like Löwen was going to be part of the club's long-term future so it made sense from his perspective to look elsewhere and the club was good enough to facilitate.

He wanted to negotiate an extension.
City said they wouldn’t do that till after the summer.

If the team wanted to sign him to an extension I see no reason to wait until summer - what that tells me is that they did not want to. They bolstered the midfield with Matan and Holse - who appear to effectively be the replacements for Lowen and Hartel. To me it seems like they are freeing up space to sign a #9, so I guess if you want to blame anyone, blame MLS and all their crazy rules.
