The threshold is like 7.05MM where the comp changes from a 1st and a 3rd and a 1st, 2nd, and 3rd.
With the Ducks signing Minty for 5x7.2 it sure makes it seem to me that someone had given him a 5x7.05 offer sheet and Verbeek just exceeded it to avoid another embarrassment.
If that's true it very easily could have been the Blues.

Probably has always been the case with RFA/offer sheets.
Just because they rarely get signed doesn't mean they are not very commonly used exactly the same way without the paperwork.
