I may be wrong on his intention. But in the first drawing rangers had 2 remaining numbers to chicagos 1 but had a 11ish% chance to chicagos 13ish%. In all honesty, I’m not sure this changes anything. If you’re Steen aren’t you still figuring out a way to package some combination of these picks for a 2c?

I think it’s done that way because it supports partial percentages. As an example Vancouver had a 18.5% chance. Assigning 1000 outcomes to 14 balls is easier to manage than a machine with 1000 balls.
