Any player without at least one shot on goal should fight someone. On the other team I mean.
Why not. At least it would make things more interesting for everyone else in the building. The fans, officials, folks selling beer, parking lot attendants, etc.

Im down with the Op's idea. If by the 3rd you don't have a shot on goal you should fight someone. That should get the shots up. Im tired of these 4 and 6 shot periods. Shoot or fight! Earn your money!
