+1 in a good rebuild you stock pile young talent see which core develops then spend money and trade surplus talent to address whatever holes you still have. Exactly! Nevermind we've had one of the best, if not the best, fans and attendance for decades. One or two down seasons in attendance SHOULDN'T take away their ability to spend. But they will say it will!

But now the team is making a conscious decision to enter an era which is different than any we've seen in the last 25 years. They are making a decision to "rebuild" the organization. And when they get to the end of that period of rebuilding, I don't think that it is guaranteed that the "old rules" will still strictly apply.
If the organization is "saving up" money over these rebuilding years, if they have more money coming in from media rights, revenue sharing, etc. which makes up for the drop in attendance when compared to how much they are also dropping the ML payroll, they could very well have a plan to "advance spend" - to start the process of signing a very few, select, expensive FAs to boost the roster again one offseason before they expect attendance to rise again.
We simply don't know what the organization is going to do in 2, 3, 4 years. So we wait and see.

Some of us lived through the '70s and '90s and we made it fine. Bottom line is that there are 30 other organizations that have the exact same hopes and dreams that we have. Lot of dogs after that bone! This is a game and should be enjoyed(at least in my opinion). Our lives will be just fine if we have a rough period.
