Steen capable to fix Armstrong's problems?

It's becoming more clear that the Blues and Springfield are Trainwrecks #1 and #2.

Let's assume that nothing changes. I believe that we need an expert GM to pull the team out of it, and I don't think that is Steen. Poor Steen is a rookie that has been trained by the master of the trainwreck. Hopefully, Steen can crawl out from under that (bleep) shadow somewhere else.
