Basically, he says it's just a publicity stunt, and the only "agency" looking to sign Tilly is the agency about to be started by her creator.

You can tell she’s not real because she doesn’t have fake lips.

As fakes go, have to say I find her very appealing. Kudos to Dr. Frankenstein and, of course as well, Igor.
