Many GMs still have a lot of power when it comes to making trades and managing the roster. If Steen isn’t allowed to do anything with the roster or free agency….what exactly will he be doing?

Well, this was all Army’s idea so…
He had to convince Stillman of the plan since Stillman also wanted Army to stay as GM. Steen will be the GM though. How much autonomy he’ll have, idk, but I’m guessing a fair amount. Army will still be in charge of the scouts, traveling, development etc. There was an interview Strick did a month or so ago where Stillman pretty well laid out what tasks Steen would be taking over and which Army would be keeping.
