I think Sandy will be in demand to the point that StL drops out of the bidding, if they're even interested at all. I don't know if he'll ever get back to where he was but he's only due $17M next year and $21M the next against a $2M buyout. That's cheap enough that there's little downside exposure if he keeps rolling out a 6+ ERA.
