Tampa has been threatening to play half of their games in Canada for years. The hurricane ruined to their stadium and the City will not build them a new one. They had an air conditioned stadium that was absolutely great to watch games in and yet nobody came.
The city of st Pete and Pinellas county struck a deal with the rays to fork over $650M for a new stadium, and the rays backed out after the storms. I don’t think you really understand the situation.
And the Canada thing was never a serious consideration by mlb. And while the stadium was indeed air conditioned, it is not a great place to watch anything. It was built on the cheap bc the city was told it needed to build a stadium before a franchise was awarded to St. Pete, and that’s what they did.

The potential new owner has already said he wants a stadium in Tampa. If the deal goes through, they're likely staying in the region. MLB wants them to stay as well, partly b/c they want to expand to two more teams. Relocating the Rays makes that more difficult. You'll be able to attend Rays/Cards in the Tampa Bay region every other year for years to come.
