Why has Peca never been given a chance?

I was watching a Springfield game to see Dvorsky and Peca looked like the more dominate players. He skates well and moves the puck in tight spaces. He is small and not overly strong on the puck, but seems very quick. He is now 32 so he is not going to develop past what he is today, but seems like he would be another version of Walker, just with more skill.
