Bullpen Use

Can someone explain Oli's use of the bullpen?

1) Does it seem like he uses the same reliever several x in a row and then a nothing burger for multiple days?

2) Is it illegal to pull the closer after 3 batters if they don't have it?

3) Does most managers follow the statistics on pitcher/batter decisions ?
