Veterans Day is to honor those who served our country or who are currently serving our country.
Memorial Day was to honor those who died while serving. The place on the battlefield was not relevant.

When I die they will honor me on Veterans Day. If I had died on active duty, I would get both.

To all the soldiers who died in the service to our country, a great debt is owed by all Americans.
