For technique and processes, I would copy what Carolina, Dallas, Florida, and Edmonton did to get their TOP5 pick(s). Then I would fire our scouts, and hire theirs to select our draft pick. Simple.

It's not impossible. Very often, the team that wins the CUP has a TOP5 pick that they selected, and that player is the MVP of the playoffs.

It's not impossible. Very often, the team that wins the CUP has a TOP5 pick that they selected, and that player is the MVP of the playoffs.

That doesn’t answer how you are getting into the top five. The NHL changed the rules to make the Edmonton plan against the rules. No team can take that approach anymore.
