What is the rule with MLB draft picks, can you trade them?
For instance if the Cards wanted to trade with the Nationals to move from 5 to 1, could they work a trade around that premise?
If so, would you do Gorman and the 5th for the 1st? Would the Nats do that?

draft picks cannot be traded.
In Major League Baseball, draft picks can generally not be traded. However, there is one exception: Competitive Balance Draft picks can be traded. These picks are awarded to teams with smaller market sizes or revenues and are located at the end of the first and second rounds.

Personally I think that is a terrible rule. Opening up the draft trades would potentially make the draft more exciting and set apart the better scouting departments and front offices.

this Draft Order will show all the rounds and you'll see the teams with Competitive Balance picks (Smallest Revenue, Smallest Market Teams)

I believe there have been discussions about the possibility of trading draft picks in the last two CBA negotiations, and most likely will again in the next CBA negotiation.
