This is incorrect. Perhaps there’s some handshake agreement that Snuggy will stay with the Blues but he’s signed to a standard ELC so they can send him to the minors anytime they want. Perhaps what you’re thinking of is having his contract start this season (burning a year) vs signing an ATO for the rest of this season to play for the T-Birds and then his ELC starting next season. Regarding the readiness of our two top prospects, I’d say Dvorsky looked slightly better in his 10 minutes than Snuggy did in his but both looked not quite NHL ready to me. But it’s easier to spot start a wing than a C and they really want to keep Dvorsky playing at C. I expect Dvorsky to be the better player of the two longterm but Snuggy might get the opportunity to be a full-time NHLer a bit sooner.
