Dang the number of times that article repeats “aid of bait”,
As if it’s some universally deplorable offense like rape?!?
Using corn isn’t even illegal and is very common in much of the south. They want those deer dead so they don’t hit cars.

Baiting animals, particularly deer, is illegal in Illinois primarily to prevent the spread of Chronic Wasting Disease (CWD) and other diseases by stopping the artificial congregation of wildlife. The practice is banned statewide year-round because it concentrates animals, allowing diseases to spread through increased contact with contaminated saliva, urine, and feces.
It isn’t ok just because “everyone does it.”

I understand there needs to be some Regulation for hunting/fishing but the over the top insane and mostly irrational enforcement regime is comical

Below is a list of states where deer baiting is fully prohibited:
Colorado
Illinois
Indiana
Iowa
Minnesota
Missouri
Montana
Nebraska
South Dakota
These states have taken decisive action to eliminate baiting entirely as a strategy for attracting deer. By banning baiting, the authorities are attempting to reduce the risk of disease transmission and improve the long-term health of deer populations.

No bait needed in my Chesterfield backyard, we get a couple deer a week back there!
