Draft order

Cards finished with 8th worse record and due to bad luck in the lottery ended up with 13th pick in first round. However I noticed that they draft 11th in subsequent rounds. Why aren’t they drafting 8th?

NM , just reviewed last year standings and they finished 11th. Guess the eighth pick in first round was due to teams not eligible for top ten.

After the first round the draft order reverts to records and the Cardinals had the eleventh worst.
