Did anyone scout Willson and knew he was not a catcher?

The person that approved the signing for this guy to be our catcher needs to be fired. They should have scouted him with the Cubs and knew he could not be a regular catcher. Cubs are laughing all the way to the bank!

Probably because they did not have to pay him and we got stuck with him. Dead weight
