...but I would be glad to have Steven Matz back next year in his present role. He is really good at it, it's really valuable, and he's been able to stay healthy.

He’s gone. And for his new found role, he might even go to a good team missing just that piece. If he finishes out the season healthy and pitching as he has he would be great to have back.
But as you stated his “role” would likely be BP.
My guess?
Some team(s) would want him as a starter which would certainly pay more and probably suit him better.
But...if he likes St. Louis and would be ok with BP that could be great?
The way he’s throwing probably earns him a multi year deal as a reliever… I don’t know what the market will look like with only a year left on the CBA but I’d think he’s worth 2 yrs $16MM at his current rate.

I don’t see the Cards doing that on a middle reliever. That’s a luxury they can’t afford under their new payroll model.
