From the video, it looks like he jumped. No idea what he was thinking.

Looks to me like he jumped up too quick, leaned against the railing, and went head first over it causing the 2 or 3 flips. Looks like he landed square on his back.

No doubt there will be reflexive orders to make the stands safer for fans, but I went through this in October 2009, when I lived in San Diego. A 66 year old game day employee of the San Diego Chargers fell 20 feet from the press box to his death before a Monday Night game. OSHA, accident attorneys, and pearl clutchers acoss California condemned the stadium's safety. Some wanted the joint torn down.

I just watched the actual game telecast, and to protect the victim's privacy they never showed a closeup of him being treated or loaded onto a stretcher.
What gets me, though, seeing the game in real time, is how much time it took medical staff to get out there. There were two people approaching the man lying motionless on the warning track from the RF foul pole who were
walking.
Two others, from the Pirates dugout, were just casually jogging out there.

The late great Bob Uecker said on the Johnny Carson show that his greatest thrill in baseball was watching a fan fall from the upper deck in Philadelphia.

I saw the cellphone video of the guy falling/jumping and doing two complete flips en route to his landing on the warning track, which is far harder than the outfield grass, while the McCutcheon hit and RBI was unfolding.
I hope the guy survives, even if only to hear him explain why he did it.
I've always been in favor of high outfield walls for a lot of reasons, among them taking away the temptation for fans to jump onto the field.

I kind of doubt that he survives, but it's unlikely that he even remembers it. Sounds like a 20 year old kid who was super drunk.
I was wondering why he wasn't wearing much, but I guess he'd just ripped his shirt off shortly before that and poured beer all over himself.

I've seen a few "witness statements" (not sure they're valid but they are on several new sites):
During the inning before, the man reportedly "ripped his shirt off and poured beer all over himself," the witness said.
"He jumped up from his seat when the Pirates got the hit," the attendee recalled.
"He jumped up so quick, while being drunk, he literally propelled himself off the ledge.
The attendee added, "He didn't do it on purpose and no one pushed him."

and the local paper -- The man, confirmed as 20-year-old Kavan Markwood of McKeesport.
Markwood played football at South Allegheny, where he was the team MVP and a first-team all-conference selection as a senior. He later played linebacker at Walsh University and Wheeling University.

Thomson said Markwood was a 2022 graduate who "made a lasting impact" on the district community as an athlete and a "man of character." She said Markwood was MVP of the football team during his senior year.
Not the best choice of words considering the impact he made yesterday.

Hes 20 years old? I’ll bet whoever gave him the alcohol is probably having some sleepless nights. Not just because of what happened but because once they find out they will be charged for it
