Yeah but the problem now is the referee can miss a call, decide to call it 5 so they can go to a screen and look at it. That's calling something just to go watch it again, thats a terrible precedent to be setting.

Isn't that what replay should be for? Catch what the eye missed.

In this case no. If you don't call something, you don't phantom call it after evaluating the aftermath. If you want to review any play, then don't make it dependent on the type of penalty (or no penalty call).
