Have to agree this was never a rebuild. This has been and continues to be a SAlARY DUMP, in anticipation of a lockout or the selling of the team. One thing is for sure, Bloom knew what he was getting into and he has been less than honest.

What happens during rebuilds:
1. Vets are traded for prospects.
2. Payroll is reduced.
3. At times, veterans are signed to short term deals to cover innings and flip at the deadline.

Exactly, it seems "startover" would be a more accurate word. To me, acquiring key players for positions not performing is rebuilding and improving your team. I can't help but think retaining some of the veterans traded, for a bunch of maybes, would have produced a winning team. Now any player having a decent or good year are immediately deemed trade bait. This is crazy to buy into this!

That's a monumentally stupid statement when it comes to building a team. Over 72% of MLB players were drafted. (The other 28% are from international signings.)
And 70% to 80% of first-round MLB draft picks eventually reach the major leagues at least once. About 51% of 2nd round picks and 40% of 3rd round picks make the majors. Baseball America says that:
64.2% of second-round pitchers recorded an MLB strikeout.
63.2% of second-round hitters recorded an MLB hit.
Granted the percentage of players in later rounds is not MLB players, but it's the primary way to build a team.

Clearly, the Cards need to vastly improve their international signings and free agent signings, but they have done very well in the draft.
