Only 2 teams need to get lottery above the Cardinals for them to fall to 13. The teams at 10,11,and 12 will get their picks in at those points regardless.

Run the Tankathon simulator and see that the chances of Cardinals picking at 13 or after is much higher than 3%. I'd say it's more more like 20%+. I won't do the math.

But the fact that they have the 8th slot makes it that much more likely the stay in the top 9
