Are catchers getting weaker and weaker?

I swear every catcher I see has sucked at throwing out runners

there's been the shift in catching the last few years....lower and lower to the ground...most, if not all, are now on one knee to get that target low to the ground and bottom of the zone....makes it tougher to thrown out a runner from one knee, or get up from one knee and then throw.
